Hit the pocket: the Government modifies tariffs on computer equipment

through the decree 136/2023 that was published this Tuesday the 14th in the Official bulletinthe Government stipulated the new import tariffs for PCs, notebooks and tablets, with the aim of “strengthening the industrial sector”.

The measure raises the rate from zero to 8% and 16%for certain property IT and Telecoms. It is a modification of the decree 910/2021incorporating decisions of the Mercosur Common Market Council.

According to the provision, the aliquot rises 8% for tariff item 8471.30.12which includes units “of weight less than 3.5 kilograms with alphanumeric keyboard with at least 70 keys and with a screen with an upper area 140 centimeters square and less than 560 cm²”.

The same percentage also applies to positions 8471.30.19 and 8471.30.90 cataloged as “others” in the Mercosur Common Nomenclature. As long as the 16% rate reaches devices that weigh less than 350 grams with alphanumeric keyboard of at least 70 keys and with a screen less than 140 cm².

The motives of the Government

“That due to its economic and social impact, the development and promotion of a national industry that produces portable computer equipment is a priority in the policies developed by the National Government, since the growth of the industry in question; In addition to generating a positive impact in specialized employment with high added value, reduces external dependence on highly sensitive equipment and intensive use for the entire production network and of society in general, reduces the technological gap”, the decree maintains.

And he adds: “That the increase in the production levels of such equipment will result in an increase in the available supply of the same in the domestic market at more competitive and accessible pricesallowing, in turn, to increase the levels of exports of locally manufactured goodshigh added value”.

“That, in this sense, it is convenient strengthen the industrial sector in question, increasing the necessary incentives for the establishment and the increase in the production volumes of such equipment, suppressing the List of Informatics and Telecommunications Goods (BIT); included in Annex IV of Decree No. 910/21, the tariff items of the MERCOSUR Common Nomenclature (NCM) 8471.30.12, 8471.30.19 and 8471.30.90, whose merchandise will be taxed at a rate at the level of the equivalent Common External Tariff (AEC) provided for each case”, he concludes.
